Palm Beach State College         From its humble beginnings in 1933 with 41 students in a building adjacent to Palm Beach High School, Palm Beach State College has grown to four locations and over 49,000 students. Over time, the College’s mission has become more comprehensive in order to serve the educational needs of Palm Beach County residents. Palm Beach State College now offers the bachelor of applied science, associate in arts, associate in science and associate in applied science degrees, professional certificates, workforce development and lifelong learning. RICHARD M. CHARRON has over thirty years of experience providing a number of “hands-on” Employee Learning & Lean Implementation programs focused on waste elimination, productivity improvement, and profitability enhancement. His overall objective is to remove impediments to high productivity by mentoring employees on Lean Six Sigma concepts and creating a self-directed work team environment that continuously improves company performance. Mr. Charron worked as a Technical Specialist for the National Institute of Standards and Technology (NIST) sponsored program called The Florida MEP in the areas of product development & testing, process improvement, product quality improvement, and failure analysis. He is an expert trainer and implementer of a variety of Lean Transformation Programs, such as; Kaizen Events, Kanban Pull Systems, Point of Use Storage (POUS), Inventory Reduction, 5S Work, Place Organization & Standardization, Visual Control Systems, Value Stream Mapping, Setup Reduction, Cellular Manufacturing and Facility Layouts.

Mr. Charron has a Bachelor of Science degree and a Master of Science degree in Plastics Engineering from the University of Massachusetts at Lowell.  He also holds Certification from the Harrington Institute, Inc. as a Lean Six-Sigma Master Black Belt. JONATHAN GLASSER specializes in assisting companies obtain federal and state research and development tax credits and export tax benefits.  Mr. Glasser has over 18 years of diversified financial and business expertise in the analysis and management of the finances and operations of companies of varied sizes and industries. 

Prior, Mr. Glasser was the Managing Director at a national advisory firm working in the Tax Services and Solutions practice division. Mr. Glasser’s other experiences include serving as the CFO and Controller of the largest domestic distributor of wristwatches, sunglasses and collectables to the discount retail industry in the United States. Mr. Glasser also worked as a Financial Analyst for a prestigious South Florida banking institution.  He managed and operated the internal Syndicated Lending Portfolio department of the bank where he participated in loans to numerous Fortune 1000 companies and reviewed venture capital investments and commercial loans.  Mr. Glasser was also Bank Examiner for the Miami Branch of the Federal Reserve Bank of Atlanta division of Supervision and Regulation. At the Federal Reserve, Mr. Glasser performed audit and compliance work overseeing commercial banks and bank holding companies. 

Mr. Glaser has a Bachelor of Arts Degree in Economics and Minor of Business from University of Texas at Austin. In addition, he received extensive training while working for the Federal Reserve Bank.  Mr. Glasser has been a guest speaker to business associations on the topics of Research and Development Tax Credits and Export Tax Benefits.

JERRY NELLIGAN has over 40 years of manufacturing experience including 25 years training and implementing Lean Methodologies. He is a Project Manager for Lean-Pathways (LPW) deployment in several areas for the Office of Naval Research.  He has lead Value Stream Mapping and Focused Improvement Workshops at Suppliers for Navy products to effect LPW implementation. Mr. Nelligan has implemented Lean Manufacturing at John Deere, Harley Davidson, General Motors, Ford Motor Co., and at over 100 Small and Medium sized Organizations.

Mr. Nelligan holds a Bachelor of Science Degree in Engineering from St Josephs’ and an MBA from Governor’s State University. Mr. Nelligan has also completed National Institute of Standards and Technology (NIST) Training and Train the Trainer in many areas including; Value Stream Mapping, 5S, Rapid Improvement Events, Team Involved Problem Solving (TIPS).  He is also a Six Sigma Black Belt.

ELEANOR CHILSON has over 24 years working and teaching in the quality arena for industries that include: Plastics, Medical Devices, Aviation, Tool Making, Engineering, and Banking to name a few. She is an ASQ (American Society for Quality) Certified: Manager, Engineer, Auditor and Quality Improvement Associate. She has been an instructor for ASQ for several years teaching CQA (Certified Quality Auditor), CMI, CQT, SPC (Statistical Process Control), Auditing, Inspection and Blueprint Reading classes along with being an expert implementer of ISO Quality Management Systems, FAA Repair Shop Systems, Customer Satisfaction Systems and Lean Enterprise Methodologies. Eleanor Chilson has been active with ASQ for the last 20 years serving on the Board of Directors for the local chapter of ASQ in different capacities, currently as Vice Chair and the local SME (Society of Manufacturing Engineers) as Events Chair.

Mrs. Chilson has a Bachelor of Arts Degree from Roberts Wesleyan College. She studied Industrial Engineering at Rochester Institute of Technology and completed a New York State Journeyman Mold Maker Apprenticeship. In addition she; was awarded Quality Practitioner of the Year 2002; has spoken at the 2002 National Quality Management

Conference; received the ASQ National Award for Section Service; has published articles in trade magazine on Kaizen Blitz and participated on the Florida Sterling Governor’s Quality Award Team.

JACK DOHERTY has over fifteen years of experience as a Quality Management Systems Consultant for ISO 9001, ISO 14001, AS9100, AS9110 & AS9120. Mr. Doherty has experience training, implementing, registering, monitoring, and performing pre-assessment audits for a wide variety of clients. His experience includes more than 1,000 management system audits.

Mr. Doherty was the Director of the University of South Florida’s Manufacturing, Training & Education Center (MTEC) and St. Petersburg Junior College’s Corporate Training Department. Mr. Doherty assisted more than 250 area businesses with the successful implementation of ISO 9000 quality systems and other productivity improvement programs. He has more than 30 years experience working in Higher Education as an instructor for both graduate and undergraduate courses in Manufacturing Materials & Processes and Quality & Environmental Management Systems. He has eight years experience teaching ISO 9000 & 14000 Five Day Lead Auditor Courses and Two Day Internal Auditor Courses.

Mr. Doherty worked for the General Electric’s Aircraft Engine Division for over 25 years. At GE he held the positions of: Manager of Shop Operations for Aircraft Engine Assembly, Manager of Assembly Quality & Technical Planning, Design and Manufacturing Engineer, Process Improvement Team Leader, and he was responsible for the successful implementation of GE’s ISO 9001 Quality Management Systems.

Jack has a Master of Science Degree in Management from Lesley University, and a Bachelor of Science Degree in Industrial Engineering at the University of Massachusetts. He is also a graduate of General Electric’s Manufacturers Development Program and GE’s Executive Management Development Program.

VERA VANICEK is a Cum Laude graduate from the University of Central Florida, where she obtained a Bachelor’s of Science in Electrical Engineering. She also obtained her MBA in Marketing from Florida Atlantic University. She has over 15 years of experience in manufacturing, having occupied roles in Project Engineering, Quality Management and Operations Management for both local and multinational firms.

 Ms. Vanicek obtained her Six Sigma Certification in 2000 and her Lean Certification in 2004. Since 2000, Ms. Vanicek has delivered over $40M in savings through continuous improvement process and project management applications. Ms. Vanicek has a proven history of making a high involvement culture work for the good of employees as well as the bottom line. She is highly skilled in the design and implementation of productivity improvements, turning around organizations and leading cross-functional teams. In addition to the expert application of Six Sigma DMAIC & Lean methodologies for process improvement in both manufacturing and transactional environments, Ms. Vanicek’s qualifications include:

·         Implementation and management of 5S programs, TQM, Kaizen blitz, PDCA, 8D, VSM

·         Design and implementation of Quality Assurance Management programs and ISO 9001 systems

·         Development and interpretation of quantitative and qualitative analysis via Key Productivity Indicators (KPI) implementation and reporting

·         Change Management and Integration through team building facilitation and workshops

PHIL HALL earned his BS degree in Applied Science from Ohio University, majoring in Manufacturing Engineering. He also holds a Masters Degree Equivalency in Industrial Engineering from the General Electric Corporation. He has worked with organizations both nationally and internationally to define long term strategies, to improve sales and marketing effectiveness, to develop the sales and leadership skills and competencies of employees, and improve bottom line results. He had held senior managerial positions with Fortune 100 and 500 companies as well as being the President and CEO of his own manufacturing company, General Plant Manager for a $140,000,000 medical device manufacturer, VP of Manufacturing for a $60,000,000 fastener manufacturer and as a coach and develop mentalist to a variety of companies in South Florida.

He has written a numerous articles on LEAN manufacturing concept implementation for major trade magazines, technical papers for national trade shows and has appeared on local cable TV. Mr. Hall is a member of TEC; an 8,500 member national organization for CEO’s, sits on the Applied Science Advisory Council for Miami University, and is a senior member of the Society of Manufacturing Engineers.

WILLIAM BERGER’S career includes over 14 years of experience in industrial design and parametric modeling along with expertise in the use of the latest data management systems for CAD. He has hands on experience assisting companies to make the transition from the 2D to 3D world.  Mr. Berger has set up, trained and implemented systems and animated models allowing  clients to design and make products more cost efficient, easier and faster.

Mr. Berger has a Bachelor of Science Degree in Industrial Design. He has received extensive training in Lean Transformation, Process Flow and Statistical Fluctuations. He is an Expert Trainer and Implementer of parametric modeling and engineering data management systems.

CARLOS BARROCAS is an English / Spanish Bi-lingual whose career includes over 7 years of experience in mechanical design, drafting and parametric modeling. He is also proficient at creating part numbering and material coding systems that allow the creation of multilevel bills of materials in the latest information management systems. He has hands on experience assisting companies to make the transition from the 2D to 3D world.

Mr. Barrocas has a degree in Mechanical Drafting and Design from ITT Institute. He has received extensive training in Lean Transformation and Kaizen.

SCOTT RICH has over 27 years experience in the Repair and Overhaul of Aircraft components.  He has over 20 years of Quality experience in operations of FAR Part 145 Repair Stations.  Mr. Rich has been a licensed Airframe and Power plant mechanic since 1980. Additionally, Mr. Rich has received extensive factory/industry training in Quality Auditing, Federal Aviation Regulations, Calibration Systems, Non Destructive Testing and numerous other subjects.

Mr. Rich assists the aviation community, which includes repair stations, parts distributors, calibration facilities and prime manufacturers with internal auditing, maintaining quality systems, source inspection (for Lockheed Martin C130, C5 and F16 programs), repair station start up, regulatory compliance, quality manuals and procedures creation.

Mr. Rich has a Degree in Aviation Maintenance Technology from Frederick Community College, Frederick, MD and since 1980 an Airframe and Powerplant license. Additionally Mr. Rich is a CASE (Coordination Agency for Supplier Evaluation) Level III auditor for the 1A standard (Maintenance Repair Vendors).

In 2000 Mr. Rich was selected as the FAA Southern Region Aviation Maintenance Technician (AMT) of the year and by the Miami FSDO as the Aviation Safety Counselor (ASC) of the year.
